67.32 Lakh More Pattadar Passbooks to Be Issued by 2027: CM Chandrababu

Chief Minister N Chandrababu Naidu announced that land records process ensuring error-free ownership records for every farmer across the state will be completed by 2027. He alleged that the previous government had created widespread confusion in land records and land ownership matters, even in agriculturally prosperous districts like West Godavari.
Addressing a meeting during distribution of Pattadar Passbooks under “Mee Bhoomi – Mee Hakku” programme at Siddhantam village in West Godavari district today the Chief Minister stated that the previous regime had attempted to hand over land records, which should remain under government control, to private entities and had introduced policies that threatened citizens’ property rights. After coming to power, the coalition government repealed the Land Titling Act and safeguarded ownership rights, he said.The Chief Minister noted that the newly issued Rajamudra Pattadar Passbooks are equipped with robust security features, including QR codes, similar to those used in currency notes. He said that because of the irregularities committed by the previous government, it would take three years to fully cleanse and update land records.He further announced that Andhra Pradesh is the first state in India to implement a blockchain-based land records management system, under which every land parcel will receive a permanent blockchain ID, making tampering virtually impossible.

The Chief Minister said that resurvey work has already been completed in 6,688 villages.Pattadar Passbooks have been issued to 26.46 lakh beneficiaries.Surveys will be completed in another 10,357 villages within the next nine months.Around 67.32 lakh additional Pattadar Passbooks will be distributed.By 2027, every farmer in Andhra Pradesh will possess an error-free Pattadar Passbook.
Highlighting reforms in the Revenue Department, the Chief Minister said the government is implementing far-reaching changes under Resurvey 2.0.Key achievements includes Final Record of Rights completed in 1,836 villages.100 percent auto-mutation introduced for nearly 9 lakh transactions, including sales, gifts, and property divisions.Simplified inheritance transfers with a nominal fee of Rs 100 for properties valued below Rs 10 lakh.Digitization of legacy records such as 1B, Adangal, DKT, Inam, and Ceiling records.Villages are being migrated to Webland 2.0 only after achieving 80 percent e-KYC compliance.Mutation application and tracking services have been enabled through WhatsApp.Around 1.37 lakh acres of Village Service Inam lands have been exempted from restrictions under Section 22A.Long-pending land disputes in Shettipalli village of Tirupati district have been resolved.

The Chief Minister reaffirmed the government's commitment to supporting aqua farmers and promoting food processing industries, particularly in the Godavari districts.He stated that electricity is being supplied to aqua ponds in designated aqua zones at Rs 1.50 per unit.The government has requested the Centre to reduce import duties on soybean meal to help control feed costs for aqua farmers.Food processing and value-addition industries are being actively promoted.Opportunities are being explored to convert aqua waste into nutraceutical products, thereby reducing environmental pollution while generating economic value.
The Chief Minister said the coalition government has successfully completed two years in office, delivering welfare, development and good governance simultaneously.He highlighted several welfare initiatives. He said that public meetings are being organized in Tirupati, Amaravati, and Visakhapatnam to communicate the government's achievements to citizens.
The Chief Minister accused the opposition of spreading misinformation despite the government's achievements in employment generation and welfare delivery.He pointed out that nearly 16,000 teaching jobs had been filled through DSC recruitment and that the coalition government had delivered on its promise of releasing a Job Calendar. He alleged that opposition leaders were attempting to mislead the public and demanded that they should apologize to unemployed youth and the people of Andhra Pradesh.Referring to alleged land-related irregularities, he said investigations had revealed large-scale forgery and manipulation of records involving transactions worth approximately Rs 1,500 crore.
The Chief Minister also presented the district's Positive Public Perception Report and appreciated officials for improving citizen service delivery.He announced that:The Sanjeevani Digital Health Records programme will be rolled out statewide before August 15.Electric APSRTC buses will soon be introduced across the state.The Yogandhra programme, involving one crore participants, will be held on June 21.He reiterated that the government's vision is to build a prosperous, healthy, and happy Andhra Pradesh by 2047.
Later the Chief Minister visited exhibition stalls showcasing cocoa-based chocolates, coconut and palm oil products, rice-husk products, vermicompost and value-added products derived from aqua waste. He appreciated entrepreneurs and innovators contributing to rural economic development. Ministers Gottipati Ravi Kumar, Anagani Satya Prasad, Nimmala Rama Naidu participated.
