Chief Minister N. Chandrababu Naidu said Registration Service Kendras are being introduced to improve citizen services and clarified that there is no proposal to privatize Sub-Registrar Offices.
Amaravati: Chief Minister N. Chandrababu Naidu on Monday clarified that the State Government has no proposal to privatize Sub-Registrar Offices, stating that the proposed Registration Service Kendras (RSKs) are intended solely to provide faster, more efficient and citizen-friendly registration services.
During a review meeting at the Real Time Governance Society (RTGS) Centre in the Secretariat, the Chief Minister directed officials to counter what he described as a false campaign alleging that Sub-Registrar Offices were being privatized.
Naidu said the Registration Service Kendras would function on the lines of Passport Seva Kendras, simplifying the registration process while all statutory functions continue to remain with the government.
"RSKs are being introduced to make registration services more convenient and accessible for citizens. Just as Passport Seva Kendras improved passport delivery without transferring government authority, Registration Service Kendras will enhance service delivery while the registration process remains under government control," he said.
The Chief Minister also assured document writers that their livelihoods would not be affected and directed officials to ensure suitable alternative opportunities wherever necessary.
During the meeting, Naidu reviewed the implementation of the Deepam-2.0 scheme and instructed the Civil Supplies and Finance Departments to coordinate so that subsidies are credited to beneficiaries on predetermined dates through a systematic mechanism.
The Chief Minister also reviewed grievances filed through the public petition system and directed officials to identify habitual litigant petitioners who repeatedly file complaints without genuine public interest. According to officials, 81 habitual petitioners have been identified across the State, with each filing an average of 246 petitions.
He instructed District Collectors to examine petitions carefully, ensuring that genuine public grievances receive prompt attention while complaints intended solely to malign the government or officials are appropriately identified.
Naidu also directed officials to resolve non-financial grievances immediately and prioritise financial issues based on available resources.
Reviewing the monsoon situation, the Chief Minister noted that Andhra Pradesh has recorded 49 percent deficient rainfall so far this year due to the impact of El Niño. He instructed officials to promote drought-resistant crops, create awareness among farmers and formulate alternative strategies to minimise the impact of rainfall deficiency.
The Chief Minister further directed officials to take up Viksit Bharat Gram Gram (VBGG) works on a large scale and integrate them with Jaladhara water conservation initiatives.
Emphasising proactive governance, Naidu said the administration should continuously monitor public feedback, refine governance systems, anticipate emerging challenges and take preventive action before issues escalate.
